Open the Outlook Web App. Go to the upper-right corner, beneath your name, click Options and select See All Options. In the left pane, select Settings. In the right pane, go to the Message Format section. Check the Always show Bcc checkbox. Go to the upper left corner and select Mail to return to your inbox.

Note: You cannot rename the default commands, change the icons associated with these default commands, or change the order of these commands.
